Wisconsin Division of Federal Property - Future Operations
Rumors have been flying wild over the status of the Wisconsin Division of Federal Property. You may or may not have been hearing any, but at any rate we want to let all of our customers know what is going on, or at least what is currently being considered.
The Wisconsin Federal Surplus Property Program acquires federal surplus property for Wisconsin Public Organizations (Donees). The Wisconsin Department of Administration (DOA) administers this Program under the control of the Federal General Service Administration (GSA). The Federal Program is operated in accordance with the DOA/GSA Wisconsin Federal Property Program State Plan of Operation. The Foundation has run this Program for DOA since 1986.
The Program is partially funded by fees from each participating Donee and public sale of residual property. Donees must pay a Service Fee plus packing, crating, handling, and transportation (PCH&T) charges for each piece of equipment or supply item they receive. Donees must use equipment for a minimum of 12 month at which time title transfers to the Donee. The Federal Program web site is: www.wifederal.com
The Foundation currently has a warehouse/storage yard in Waunakee where Donees can inspect and select property. By June 30, 2015 this warehouse will be closed and the Program will be converted to Paper Screening with Direct Transfer of Property to Donees as described in the following below.
So there you have it. The warehouse in Waunakee will be closing by June 30, 2015. But the Program will still be available to our customers for direct transfer of equipment.

At that web page, you would click on login and enter the User ID: 4757ZA and Password: WISASP. Then you can view all the categories of equipment available from GSAXcess.
When you find something you are interested in, get the Item Control Number or print the page and send the information to Bill Wilson at firstname.lastname@example.org or fax it to 608-849-2468. Bill will get back to you to discuss price, and if that is acceptable, process your request for direct transfer to you.

Who is the Wisconsin Division of Federal Property (WDFP)
Each state has an agency set up to transfer items to their eligible organizations. The equipment is initially made available through a branch of the Federal government called the General Services Administration (GSA) (without any warranties or guaranties) from sites throughout the United States and overseas. The equipment is available on a "where is, as is" basis. It is the responsibility of WDFP to arrange for transportation and the necessary requirements to acquire the equipment from the origin location.
GSA has the responsibility to oversee the program nationwide to insure the equipment is being utilized properly. The Wisconsin Department of Administration (DOA) oversees the WDFP. The WDFP Program is a joint activity of the Wisconsin Department of Administration and the Wisconsin Technical College System Foundation, Inc. (WTCSF).
In addition to the federal surplus property, the WDFP can also make items available from private industry. These private industry materials consist of inventory that is new or late model items from many corporations in Wisconsin and throughout the United States. Like the federal property, these items are available for a small administrative fee. Some restrictions do apply on the private industry materials.
What is Federal Surplus Property?
Examples of such items include: automobiles, trucks, boats, construction equipment, aircraft, machine tools, compressors, generators, medical equipment, electronics, food preparation items, office furniture, food and many others. Anything the Federal Government uses is re-utilized through the Federal Property Program.
These surplus items are available to eligible organizations through the Wisconsin Division of Federal Property (WDFP). We can only sell to Wisconsin entities.
